The link to add a new movie is: here (only editors, when logged in, can access the same.)
It is also accessible from the search page & advanced search page.
But, before adding a new movie, please check that the movie doesn't already exist. Especially, for non-english movies, there is a good chance that the movie is already there but, with a different title. One way to check for that, is to look for the movie in the director or a key cast member's page.
If the movie already exists, but, with only english title or only original title OR if some other details are incorrect/missing, you can correct for same via the edit movie page.
