Recognisably the work of Armando Iannucci, this actually tones down the motormouth profanities which have become his trademark, which I think makes for a better film. There's a good balance between farce, satire and genuine dark drama. You could probably take all the comedy elements out and it would still work well as a political thriller.
But it is very funny, and the comedy arises from the specific nature of the situation and the historical context rather than just having people hurl creative insults at each other.
